Participation

a. Only ITF affiliated NGBs and ITF registered black belt holders can participate in the Championship.

b. Only one (1) adult competitor per country is allowed for individual division or category.

c. Maximum of two (2) junior competitors per county are allowed for individual division or category.

d."Roman";""> Teams must consist of five (5) competitors + five (5) reserves (optional), chosen from the squad of 10 maximum competitors, but not necessarily chosen out of the individual competitors.

e. Self-defense routine must consist of 1 + 3 (male hero) and 1 + 2 (female hero) competitors, not necessarily chosen out of the individual competitors.

f. Competitors must present their ITF Black Belt Degree card and national passport at the weigh – in.

g. Juniors must be at the age of 13 to 17 years at the beginning of the Championships (N. B. the year of birth is considered) and be holder of 1st, 2nd or 3rd Dan ITF black belt certificates.

h. Adult must be aged 18 years or older to 39 years at the beginning of the Championship and be holders of 1st, 2nd, 3rd, 4th, 5th or 6th Dan ITF black belt certificates. There will be two new pattern divisions for both male and female 5th and 6th degrees.

i. The 5th and 6th degrees will be able to compete within the existing divisions of sparring, power, special technique and self – defense routine. They will also be eligible to enter the team events, therefore the adult teams will be allowed to perform any pattern up to Tong – II as their optional pattern.

j. Team events: each NGB may register up to ten (10) members in a team event and they can use any combination of these members for each of the disciplines (i.e. members 1 to 5 for patterns and 6 to 10 for sparring or any other combination). Existing ITF rules for adult and junior championships will still apply to these proposals.

k. Competitors for the Veteran Championship must be 40 years and above on the date of registration. Competitors must be 40 – 49 years old (Silver Class), 50 – 59 years old (Gold Class) and 60 years and above (platinum Class) on the starting day of the Championship and be holders 1st, 2nd, 3rd, 4th, 5th or 6th Dan ITF black belt certificates.

l. For Veteran Competition only each country is allowed to send up to three (3) competitors to the individual sparring according to the weight divisions for the Silver and Gold Class. Sparring will be organized in 5 weight divisions (excluding Platinum Class). Power breaking will be organized only for Silver and Gold Class. Only one team from each country can enter irrespective of age.

m. Competitors must wear the official ITF Sasung Dobok.

n. Competitors must be in possession of a Blue and a Red set of approved type of safety equipment. Other colors will not be allowed.

o. It is the responsibility of participant to have full insurance coverage for all eventualities. The organizer will not be responsible for any injury or loss for participants before, during and after the championships howsoever arising.

 

Transportation

Transportation to/ from the airport

N.B.: Countries arriving by plane: recommended is the nearest airport BARI. Other airports are not recommended because of extra charges for transportation. Using all other airports will be extra charged. Transportation from airport to hotel and back will be arranged by the Official carrier.

If you need a transport from airport, please inform the organizer immediately by e-mail about your schedule, including arrival/departure times and flight numbers, no later than:

31st January 2010

Without booking or after the deadline, no transportation will be provided by the Organizing Committee, subsequently own means of transportation must be used.

The 25th Adult, 16th Junior and 2nd veteran EITF European Taekwon-do Championship will take place in BARLETTA, ITALY from 9th – 14th March 2010. Prior to the Championship, on 9th MARCH 2010, the Umpires seminar will be held. It is recommended that Umpires/Officials who will attend the seminar arrive on or before March 8th 2010. Countries/Groups must arrive on or before March 9th 2010.

Those who will fly to ITALY, BARI (BA) International Airport, will be greeted by representatives of the Organizing Committee and transported to BARLETTA, directly to the PALADISFIDA BARLETTA (stadium). Accreditation and accommodation will be taken at the info point in PALADISFIDA.

Transportation by car

From North: Motorway A14 Bologna-Taranto, exit Andria / Barletta and follow the signs for Barletta

From West: Take the A16 Napoli-Canosa, Canosa exit and follow signs for Barletta

From South: Motorway A14 Bologna-Taranto, exit Andria / Barletta and follow the signs for Barletta.

Transportation by plane

Bari-Palese airport, then S.S. 16/bis direction Foggia (various outputs for Barletta).

 

Transportation by railway

Barletta is easy to reach thanks to a wide railway network, including several kinds of trains, like Eurostar, Intercity and Espresso, covering short, medium and long distances.

Deadline for all arrivals is Tuesday March 9th (registration ends at 22:00 hrs)

 

Accreditation

The meeting point for accreditation and payment of all competitors/coaches, including the entry fees and hotel accommodation, will be set up at the PALADISFIDA BARLETTA, on Tuesday 9th March 2010, until 22:00.

Accreditation consists of following parts:

· control and confirmation of application form

· control of NGB contact information

· payment:

o entry fee 100€ per competitor

o entry fee for team competition: 150€ per team

o EITF annual fee: 100€ per NGB (per year)
please note: Countries that did not pay EITF annual fee in Slovenia 2009, Porec 2008 or Tallinn 2007, will also be obliged to pay these unpaid fees.

o hotel accommodation (see chapter V concerning accommodation)

After this procedure, groups will be taken to their designated hotel. If there is any country or team arriving before the official arrival date, please contact the Organizing Committee.

 

Important notice:

The registration is open from 9:00 till 22:00. We kindly ask all NGB’s to use this whole time. Any NGB coming after 22:00 can NOT claim the registration! It is only up to decision of Organizing Committee, whether the NGB would be registered or not. And if so, special penalty will have to be paid to the Organizing Committee. Be aware that the registration process usually takes about 30 minutes. Therefore, come on time, please.

Hotel accommodation will be provided at several hotels (3* and 4*) in the BAT province, according to the following packages:

The package includes the following:

ü Championship ID card;

ü Free training facilities for coaches and competitors (Palasfida);

ü Free entrance to the sports hall;

ü Free entrance to the party on 14th March 2010 (Sunday);

ü Medical assistance during the competition days (only for competitors);

ü Free entry to the Opening and Closing ceremonies;

ü Options for arrangements for local tourist attractions in BARLETTA or neighborhood.

 

Payment

In order to take advantage of the hotels special prices and offers, each country has to make a preliminary deposit of 200 EUR per head, within 31st January 2010. After this date the Organizing committee cannot guarantee the special prices, therefore prices of both packages will be 15% higher.

Please confirm Direct Debit payment by fax or e-mail to the Organizing Committee. When arranging the payment of the preliminary deposit, please make sure to cover all bank costs and bank fees in order for organizing committee to receive amount of 200 EUR net. In case we will be charged for any banking fees, please be advised that only the net amount received at our account will be deducted from the total amount of the invoice for you accommodation.

All deposit confirmations MUST be sent to the Executive organizer ASD FEDERICO II DI SVEVIA by post, fax or e-mail. The absolute deadline to accredit the preliminary deposit is 31st January 2010. After this date, the Hotels will not be able to uphold the special rates

The final Payments must be made in cash at the meeting point in the Sport Center of Barletta. Travelers/Bank cheque, Visa, Master Card, Amex or Diners Cards will not be accepted on site.

 

NOTE:

The cancellation of accommodation within more than 5 days from before the registration date will be penalized by 150 EUR for each person. The cancellation of accommodation less than 5 days before the registration date will exclude any refund.

Countries/Participants NOT BOOKING accommodation through the Organizing Committee MUST PAY an accreditation fee of 250 EUR per person to obtain ID Card. In this case the ID Card includes only items in the Championship Package (see Schedule), excluding the full board and accommodation.

 

Application forms

On the www.europe-itf.eu website you can download the application software that, after filling in the application form, will enable you to send it automatically by your E-mail client. The photos of all participants (JPG, GIF, resolution max. 75 dpi, size max. 45 kB) must be put into the application software. These following forms should be submitted:

ü Team Manager Form;

ü VIPs, Coaches, Umpires and Doctors/Medicals;

ü Judge/Referee Entry Form;

ü Travel arrangements Form;

ü Individual Competitor and Team entry Forms;

ü Hotel accommodation forms for all participants/supporters.

The application form software is the only way to register for the Championship.

Other ways of application will NOT be accepted.

If countries submit more than one application form, organizer will apply only the LATEST version in the registration process

Complete application form (with all participants and others filled, including photos) must be sent to Mr. Ivan Rajtr ( Questo indirizzo e-mail è protetto dallo spam bot. Abilita Javascript per vederlo. ) before or on the deadline of 31st January 2010.

The NGB that has not submitted its entry form by the deadline, should pay a penalty of 200 EUR to the Organizing Committee;

Any NGB that has not submitted its entry forms at all within 5 days before the Championship, should pay a penalty of 400 EUR to the Organizing Committee;

Any NGB wishing to make any changes in the entry forms with a valid reason after deadline should pay an administration fee of 150 EUR to the Organizing Committee for each new version of entry form. Please be aware of this and check your entry forms properly before you send the final version to prevent any other changes after deadline.

The current rules are available for download at the International Taekwon-Do Federation website www.itftkd.org or www.europe-itf.eu. All competitions will be held in Sports Hall in Barletta.

POWER BREAKING TEST

The amount of plastic power breaking boards for each technique will be set before the Championship on the base of property of boards. Each individual or team may select any of 5 techniques as his/her elimination technique. Maximum points must be scored in order to progress (qualify). More boards may be selected in order to score more points if required. Once an individual or team has qualified, the other 4 techniques will then be allowed.

 

In the case of team event the same competitor cannot perform more than 1 technique, including the elimination. Special technique will carry the same format as in Power.

 

Competition format

Elimination System will be applied to all the competitions except for the Self-Defense Routine, Power test and special techniques.

Awards

All participants will receive a Certificate of participation signed by the EITF President and by President of the Organizing Committee. Finalists of specified divisions and categories will receive diplomas and medals. Please note that teams (5 competitors and max. of 5 competitors as reserve) will be awarded only with 6 medals. It is coaches’ duty to decide which team members will receive the medals.

Ceremonies

For the Opening ceremony, participants can wear the ITF Dobok or the team apparels whatever they want. Each country must submit its participants and officials to represent its country during the official parade. The Opening ceremony will take place in PALADISFIDA - BARLETTA (http://www.itfitalia.it/euro2010/ ), according to the schedule of events – ITALIAN cultural performance.

The party will be held on March 14th 2010 (Sunday) according to the final program of events. Dress code is smart casual. (Party lasts until late night – free entry to all ID card holders).

Competitor Dress code

Only competitors who wear the Official ITF Dobok manufactured by Sasung Company will be allowed to access the competition. If competitors want to have the country’s name on dobok, they are allowed to print it on the back under the “tree” and the competitor’s number should be below the belt on the back of the dobok jacket. Sponsorship logos may be on the right side of the chest at a recommended size of 10cm by 5cm. National flag may be granted to be stitched to the right sleeve on the side approximately 2cm below the shoulder seam.

 

Umpires

The Organizing Committee will pay 7 days/6 night’s hotel accommodation for 40 qualified umpires invited personally by the President of the EITF Umpire Committee (no drinks and city & international telephone call included). Umpires will be required to carry out their duties as scheduled.

Other umpires wishing to participate must pay for the hotel accommodation at their own expenses according to the arrangements detailed above.

ü Umpires must attend all the umpire meetings scheduled in the period of the event.

ü The EITF Umpire Committee will dismiss any umpires who do not abide by the work schedules or guidelines and such umpires will have to pay for the hotel accommodation and meals by themselves.

ü The Umpire’s dress code will consist of the navy blue blazer jacket, white long sleeved shirt, navy blue trousers, navy blue necktie, white short socks and white sport shoes as laid down in the Umpire rules.

 

 

 

Umpire seminary

Before the beginning of the Championship, on 9th MARCH 2010, a Technical/Umpires seminar organized by EITF Federation will take place in PALADISFIDA - BARLETTA. All information about the seminar will be sent by EITF to all members and also will be available for download at www.europe-itf.eu. Participation at this seminar is mandatoryfor all umpires; therefore umpires must arrive on 8th March at latest.

Coaches

Only one coach is allowed to enter the square during the matches. He/she must wear only sport suit and gymnastic shoes. The coach is the only person who can make an official protest. Coaches must attend the draw and the coaches meeting.

 

National flag

Every country should bring one national flag to the Organizing committee. The size of the flag should be approximately 100 cm x 150 cm.
